Cá thu mua về làm sạch sẽ, dùng dao lách lấy phần xương ra, tiếp đến lấy muỗng cạo lấy phần thịt cá cho ra tô. Cho thịt cùng với cá vào tô, ướp với nước mắm, hạt nêm, đường, tiêu và trộn đều, để 15 phút cho ngấm gia vị. Hành tím băm nhỏ, hành lá, thì là thái nhỏ.
Cho hỗn hợp thịt và cá đã ướp vào máy xay, thêm hành tím, 2 muỗng canh dầu ăn rồi đậy nắp xay nhuyễn hỗn hợp.
Múc từng muỗng hỗn hợp đã cay, viên thành từng viên tròn rồi ấn dẹt. Đặt từng miếng chả cá vào xửng và đem hấp khoảng 15 phút cho chả cá vừa chín là tắt bếp, lấy ra để cho nguội bớt.
Đun nóng 2 muỗng canh dầu ăn, xếp chả cá cho vào chiên tới khi 2 mặt miếng chả chín vàng là gắp ra đĩa để thưởng thức.
